I assume he's talking about people self-hosting gitlab CE since the paid versions cost the same regardless. But if that's the comparison, then I would expect to compare to folks who exclusively use github's free offering.
No, because hardly any companies would use github free, so I think the comparison isn't too bad.
The "no costs" is a wild argument to me though, because I've seen "we want it locally available" and "we can't put code in the cloud/"laws"" etc, but never "this is cheaper than a couple bucks per month"
